The Virginia General Assembly convened on Wednesday, January 8, for the 2025 session. During the 45-day session, the House of Delegates and Senate will consider proposed bills and amend the Commonwealth’s biennial operating budget.

General Assembly Opening Day
On Wednesday, the General Assembly gaveled in for its 406th year, and it so far has not disappointed.
At the beginning of this week, the recent snowstorm impacted many in Virginia, including us in the 24th District. The City of Richmond’s water system experienced power and system issues, disrupting the clean water supply to the entire city and surrounding counties.
To ensure the safety of legislators, our staff, and the many constituents who come to speak to us every day, we began the legislative session on Wednesday, as we are constitutionally required to do, and adjourned until Monday, January 13.
We are closely monitoring the situation in Richmond and hope to start our legislative work fully on Monday. While this delay does mean we will have to compress some aspects of our usual “short session,” the General Assembly still plans to complete all of our work by February 22nd.
My 2025 Legislative Agenda
In this session, I will ensure that Democratic priorities are included in the Commonwealth’s operating budget. As Chair of the House Appropriations Committee, I will be committed to crafting a state budget that works for all Virginians. We must secure funding that supports our youngest students to our higher education institutions and improves our behavioral health system, public safety, and health care.
HB1600 – Amends the state’s budget that was passed during Special Session I, which appropriates public revenues until the end of the 2026 fiscal year (June 30, 2026).
HB2358 – Establishes the Current and Mature Semiconductor Technology Grant Fund. If passed, this legislation will allow Micron to expand its semiconductor manufacturing facility in Manassas. It will create many jobs and substantially impact Prince William County and the City of Manassas.
HB2359 – Authorizes issuance of bonds in an amount up to $206,085,243 for revenue-producing capital projects at James Madison University and The College of William and Mary in Virginia.
HB2361 – Increases the maximum number of authorized general district court judges in the Thirty-first Judicial District in Prince William County from five to six, as recommended by the Committee on District Courts.
